It appears, pay for privates regressed after the ACW(see below). I wonder if there were increases for time in grade? I know, obviously, that O-pay always was more, but the % difference between O-1 and E-1? I do not recall that much when I was in. Three Star would not have been below the poverty level until the late 1960's or early 1970's. With the Suttler scandals, no wonder these guys deserted to gold fields and other opportunities. Products were cheaper on private market. No wonder alcoholism was ramped, booze was real cheap on post and in localities. No way to recruit the best and brightest!
Union privates were paid $13 per month until after the final raise of 20 June '64, when they got $16. In the infantry and artillery, officer was as follows at the start of the war: colonels, $212; lieutenant colonels, $181; majors, $169; captains, $115.50; first lieutenants, $105.50; and second lieutenants, $105.50. Other line and staff officers drew an average of about $15 per month more. Pay for one, two, and three star generals was $315, $457, and $758, respectively. Source, Mark Boatner, Civil War Dictionary

In 1880, Pay for Private in lst 2 years of lst enlistment was #13/month In lst reenlistment was $18/month. Source: 1880 Army Register

I know my first payday as an O-1 was a net 252.00. So roughly 147.00 raise in about 100 years. Source Quincannon.
