General Crook wanted to continue the Yellowstone Expedition with the Black Hills as a base. “Our next objective point” he stated “is Crazy Horse. He should be followed up and struck as soon as possible. There should be no stopping for this or that thing. The Indians cannot stand a continuous campaign. I cannot tell whether we can go on yet. That depends on our getting the things we want. The best time to strike the Indians is in the winter. They cannot remain together in large bodies at that season. The necessities of the subsistence compel them to separate, and then is the time to throw a large force on each band, and crush them all in detail.
However, Sheridan decided to disband the Yellowstone Expedition and organize a new one for the winter campaign. Crook was called in to the agency at Robinson to assist in the gathering of the hostiles. His influence and assurance were necessary for the successful conclusion of that phase of the campaign at that end.
On October 24, 1876, the Sioux bands under Red Cloud and Red Leaf were surrounded and disarmed at Camp Robinson, and the purpose of the Yellowstone Expedition had been largely accomplished.

Looks like Red Cloud was always right where he was supposed to be. They surround him and disarm him at Fort Robinson. And the funny thing is.....They have the nerve to call him " Hostile"
They did not have to hunt for Red Cloud did they? He came right up to their door.
Using the excuse that he Surrendered to Crook is a good indication he might have been at the LBH is a lame one at best.
