Quite a number of warriors, who had put on captured soldiers uniforms may have been trying to lure Terry's command into a trap.
I don't think the infantry frightened the Indians. They had just taken on 650+/- men of Custer's command and showed no fear in attacking each unit . . . and they showed no fear in aggressively attacking Crook's command that contained probably as many men as the combined Custer/Terry commands a week earlier.
It may have been the elders who decided it would be better to get away from the stench of the dead, separate and find new grazing, hunting, and camping areas.
