Yeah. Two different men. Both Oglala. If memory serves, Low Dog went to Canada with Sitting Bull, though I don't know whether he went with after Crazy Horse's murder.

Don is correct -- Low Dog and He Dog were two different individuals. While both were prominent men among the Oyuhpe, one of the major tiyospaye of the Oglala Lakota, they were in two different bands within the Oyuhpe.
Both Low Dog and He Dog joined Sitting Bull in Canada following the death of Crazy Horse and surrendered at approximately the same time. In 1881, a census of the surrendering hostiles was conducted. One version, known as the Big Road Roster, was created by an unidentified Oglala. It shows Low Dog and He Dog as leaders of two seperate bands.
The official agency census of 1881 also shows them both as leaders of different bands:
Sunka kuciyela Low Dog age 34 Pejuta Medicine wife 35 Kokam wosice One Who Makes Disorders son 11 Sunkakan Horse son 2
Sunka bloka Male Dog [=He Dog] age 42 Inyan Stone wife 41 Tasunke yuhpi One Horse They Owned dau. 6
I do not know the name of Low Dog's band but they eventually settled at the Standing Rock Agency. He Dog's band was known as the Cankahuhan or Soreback band and eventually settled in the White Clay District at Pine Ridge Agency.
