It appears that these Brevets, many with date of March 3, 1867, were in one sense - haphazard. Was there political pull involved ? Carl, Check the Heitman Register; it will give you all that information if you have the names. If you don't have access to it, check Billy Markland's Website. He may still have it up there. I don't believe there was anything to it, especially based on the war records of those officers in the Seventh. Best wishes, Fred.

I have a copy of Heitman and copies of many Registers. It just struck me odd that Cooke and T. Custer were Breveted up to Lt Col. Also, A. Smith, another Custer favorite received Brevets up to Major.

Interesting... and you may have something there. All the names you mentioned, however, had very distinguished Civil War records and sometimes those honors were very late in coming. When did Benteen receive his brevet star... and for what engagement?

In regard to how the relative order of the original appointees with same date of rank was determined: Statutes at Large, 39th Congress, Second Session, March 2, 1867, Chapter 159 In computing the service of any army officer, the time of all actual service is to be taken into account. This provision to apply to all appointments under act 1866, ch. 299. memory.loc.gov/cgi-bin/ampage?collId=llsl&fileName=014/llsl014.db&recNum=465In checking the 7th's Captains (in order of seniority) Thompson had 4 years 7+ months Benteen had 4 years 4+ months Keough had 4 years 3+ months Myers had 4 years and a few days West had 4 years and a few days i went no further, but this establishes that the order was based on total commissioned service since April 1861, both regular and volunteer - also, that the rank of this service had no bearing. (Keogh a volunteer Maj outranked Myers a Col) Brevet or substantive rank or date of acceptance had no relevance - only total commission service since Apr 1861. Carl
