I've mentioned this before, but one of the great and forgotten political battles in the 19th century was the ways of reining in the Grand Army of the Republic, a lobby group for CW vets that early on got out of hand, way out of control, and which exerted far more power than originally contemplated and fell into the hands of those who had dubious ties to both the war and actual vets. The awarding of medals and dubious ranks finally brought reaction. I believe that Goldin's press for the award was due to a coming clamp down on it's being granted years after an event and the value of the medal had elevated.
The "proper" term for the Medal of Honor is whatever the Congress calls it in legislation concerning it, I'd imagine.

RCH, as Elisabeth said, "excellent stuff." Making an assumption, I would imagine that as thorough as Carroll was, he looked for the documentation for those MOHs. One thing that I noticed when looking at the MOH citations for Black-American soldiers is that the Secretary of War had to approve the citation for it to be granted; normal chain of command type approvals. There are several were either the General Staff or the S.O.W. declined to approve the citation. One soldier, I believe from the 9th, was not granted the award until either Remington or Russell (I think it was Russell) wrote to the President about the trooper's deeds.
