Chris: The way things are done is if your military wants something or wants to keep something, and the Commander and Chief wants it as well, in a time when budget funds are very tight, you first determine what support there is for that thing or those things in Congress. If the support is there beneath the surface, but the rhetoric is screaming cut, cut, cut, you, the Commander in Chief, propose that the item(s) be cut, then watch Congress scream to high heaven, and provide funds for the item(s). It is their way of proving they have a bigger male appendage than you do. You get what you wanted in the first place. Everyone is then happy.
If you recall I predicted that the A10's were not going anywhere to Tom some weeks ago.

Rest easy boys. No one's male appendage ever got smaller if a female cop arrested a bad guy, or a female firefighter put out the fire in your house as it was burning to the ground.
The key factor is that the very same standards need be applied. No fudging, No gun decking. Same means same but equality also means equal.
